Certified Payroll Template Excel: Free Multi-Week Register
What's in the free certified payroll template
This is a Certified Payroll Register: a Setup sheet for up to 15 workers, each with name, classification, base rate per hour, and total fringe rate per hour, plus a Payroll Log sheet with 200 rows for entering weekly hours across workers, weeks, and projects.
For each entry, you log week ending date, worker, project, straight-time hours, overtime hours, the base rate and fringe rate for that row, and notes. Gross pay calculates automatically as straight-time hours times rate, plus overtime hours times rate times 1.5. Fringe credit calculates automatically as total hours (straight-time plus overtime) times the fringe rate on that row. There's no signature or Statement of Compliance page in this file — it's a running internal register, not a per-project submission form.
How this differs from our free WH-347 template
This isn't the official WH-347 form layout, and it's a different tool for a different job. Our free WH-347 template reproduces the federal form's exact layout and columns for one project with up to 5 employees, formatted the way a contracting officer expects to see it, but without the Statement of Compliance page.
This certified payroll register instead gives you a multi-week, multi-worker log — 15 workers, 200 payroll log rows spanning weeks and projects — built for tracking hours, gross pay, and fringe credit as an ongoing internal record rather than reproducing the specific WH-347 form layout. If you need the actual government form to submit, use the WH-347 template; if you want a running register of hours and pay across weeks, this is built for that.
Who this template fits
If you're tracking certified payroll data across several weeks or a small handful of workers and want the gross pay and fringe math done automatically as you log hours, this register does that without you rebuilding formulas each week.
If what you actually need is the specific WH-347 form to submit for a single project, start with our free WH-347 template instead — it's laid out to match that form directly. And if you need 20 workers, a Statement of Compliance sheet, and automatic fringe reconciliation split across multiple benefit plans, the paid Construction Pack covers all three in one file.
This register and our other WH-347-style files reproduce the layout for convenience — they are not official DOL filing tools, and none of this is legal advice. You remain responsible for the accuracy of submitted payroll data.
How to use it
- Add up to 15 workers on the Setup sheet with classification, base rate, and total fringe rate per hour.
- On the Payroll Log sheet, enter week ending date, worker, and project for each row.
- Log straight-time and overtime hours plus the base rate and fringe rate for that worker and week.
- Gross pay and fringe credit calculate automatically from the rates and hours entered.
- Filter or sort the log by worker, project, or week to review totals across the period you need.

Is this the same as the official WH-347 form?
No. This is a multi-week certified payroll register for tracking hours, gross pay, and fringe credit across workers and weeks. For the actual WH-347 form layout, download our free WH-347 template instead.
Is this template really free?
Yes. You give an email address to download it, and it's yours to reuse across projects.
Can I use this in Google Sheets?
Yes. It's available as both an Excel file and a Google Sheets version, with the same automatic gross pay and fringe credit calculations in both.
Is this an official government certified payroll form?
No. It's a template for organizing and calculating certified payroll data. It doesn't reproduce the official WH-347 form layout and isn't a filing with any government agency — you're responsible for the accuracy of any data you submit officially.
How many workers can I track in the free version?
Up to 15 workers on the Setup sheet, with a 200-row Payroll Log for entering hours across weeks and projects.
What's the difference between the Setup sheet and the Payroll Log?
The Setup sheet holds each worker's classification, base rate, and fringe rate once, as a reference you can copy from. The Payroll Log is where you enter weekly hours by worker and project, along with the base rate and fringe rate for each row, to calculate gross pay and fringe credit automatically.
